Leveraging modern payment techniques to enhance integrated welfare solutions
Aligning welfare payment systems with modern digital payment standards is a key innovation to address the challenge of integrated welfare.
The report examines the channels and instruments through which welfare funds are transferred to beneficiaries, or payments are collected from taxpayers, in nine European countries (Croatia, Czech Republic, France, Greece, Italy, Poland, Portugal, Slovakia and Spain). These channels and tools are often outdated, complicated, and burdensome.
A new architecture is proposed for the provision of efficient, secure, empowering and financially inclusive welfare system payments. Payments would be provided and disbursed digitally in general–purpose accounts and/or e–wallets, available to all payees and taxpayers.

From Healthcare to Integrated Welfare: perspectives from 9 European countries
Written by SDA Bocconi School of Management offers a comprehensive reflection on the topic of welfare services integration. It considers the new phase that welfare systems of advanced countries are entering, characterized by challenges that will have a significant impact on the needs and expectations of the population. The objective of the report is twofold:
- offer a comparative assessment of health systems of 9 EU countries: Croatia, Czech Republic, France, Greece, Italy, Poland, Portugal, Slovakia and Spain.
- provide updated reflections on future research avenues to uncover possible convergences and divergences between healthcare systems. These reflections highlight which general attributes and which more context-specific issues should be addressed to pave the way for integrated welfare systems.
